Phase I and Phase II Environmental Site Assessments
Solana performs Phase I Site Assessments in accordance with ASTM E 1527-05, “Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process.” Our personnel are environmental professionals as defined under 40 CFR § 312.10.
The Phase I process is designed to provide purchasers in commercial real estate transactions with landowner liability protection under CERCLA. The Phase I ESA is designed to document past and present uses of a commercial property and neighboring properties to determine if recognized environmental conditions exist at the site. The Phase I ESA is designed to identify the potential for contamination at a site. It does not include invasive procedures such as soil, sediment or groundwater sampling, and therefore cannot answer the question “Is my property contaminated?”
In addition to the real estate Phase I ESA, road building and utility improvements require completion of a Level I ESA to identify and rank contaminated properties within a road corridor that is designated for improvement. Solana has completed several Level I ESAs throughout West-Central Florida.
The Phase II ESA process includes the collection of soil, sediment, surface water and/or groundwater samples so that contamination at a site can be identified. A Phase II ESA differs from a full Contamination Assessment in that the Phase II is limited in scope, and is intended to provide a “yes” or “no” response to the question “Is my property contaminated?”
